Plan on the development of Paint and Printing Industry to 2020 and Vision 2030

The development plan for paint and printing ink industry issued by the Ministry of Industry and Trade has outlined clear guidelines and targets for the paint and printing ink industry. Accordingly, the paint – printing ink industry should attach its development to innovative techonology.
According to the Decision No. 1008 / QD-BCT, the Ministry of Industry and Trade has approved the "Planning on the development of Vietnam's paint and printing ink industry up to 2020 and a vision to 2030". According to the plan, the paint and printing ink industry is oriented towards the gradual removal of backward technologies and equipment, replacing them with advanced technologies and equipment, limiting the use of raw materials, chemicals which is harmful to the ecological environment and human health, creating products of good quality and high value. In addition, the industry should focus on investing in high value-added products, especially focusing on developing plastic films, color powder, chemicals and additives for the industry.
A number of specific objectives have been set, including:
  1. The average growth rate in production value of the paint and ink industry (reaching 13% by 2020 and 14% in the period from 2021 to 2030);
  2. The average growth rate in added value of the paint and printing ink industry (up to 13% by 2020 and 14% by 2021 - 2030);
  3. The proportion of production value of the paint and printing ink industry in the whole chemical industry will increase from 11% in 2012 to 11.5% in 2020 and 12% in 2030.
  4. By 2020, domestic raw materials will be able to meet 50% of the total demand of the sector and 75% by 2030.
In order to implement the plan, organizations and enterprises are encouraged to invest and apply technology to produce high-quality paint and printing ink materials. In addition, the government supports the development of a number of science and technology enterprises in the paint and ink industry to produce hi-tech and environmentally-friendly products as well as be reputable in the domestic market and in the world.
It should be noted that the state needs to accelerate the relocation process and concentrate the paint-ink production plants in industrial parks and industrial clusters to focus on management and minimize environmental pollution. In addition, the closure of paint and printing ink production using backward technology, polluting the environment is necessary, at the same time the government should not approve investment certificates for investment projects with backward technology and equipment.
